Why is this customer not pulling up? I myself have created countless customers in Fayetteville, NC yet
I do not see any of them using that keyword to search.
so i need use other key words to found it
does anyone has this issue ? or any solution ?

What fields are you searching ( the screen shot has the headers blurred out)? The search index does not include all field (it includes mainly header and contact details)
Since you upgraded to 2019 R2, have your tried running the "Rebuild Full Text Entity" process?
Note that the search field in the upper right-hand corner that you are using only searches the columns that have Use in Quick Search checked in the Generic Inquiry (SM208000) definition screen:
