My clients want certain colors and banners, etc. I cannot find where to create a new template to use instead of TemplateForm.rpx.

There isn't anything special about the TemplateForm.rpx file. It's just another report. It happens to be empty though and the only thing in it are some StyleSheet options:
So, you can create your own "template" file by just creating a report using Report Designer and defining some StyleSheet options like in the screenshot above.
Then, to refer to your "template" file on another report, just put your "template" file name in the StylesTemplate field on that report like this:
Note: The screenshot above was actually taken from the Sales Order Summary report which uses the TemplateReport.rpx template file (used for "reports") rather than the TemplateForm.rpx file (used for "forms" like Purchase Order, Sales Order, Invoice, etc.). These two template files (TemplateReport.rpx and TemplateForm.rpx) are the two that are used by the out-of-the-box forms and reports in Acumatica.

Almost all Acumatica Forms have the Blue Fill and/or Blue Bordering.
Is there a main spot to change this to another color? If this is set to Blue, yet not in the StyleSheet or Template, what is defaulting this particular color?
Yes all reports have blue background, just load the templateform in report designer and change the stylenames Heading1BCCcolored, heading1bcccoloredrightborder,document name and couple more styles their style color from blue to silver or whatever color, save to sever to reflect the changes.

Can you give an example of a report that has the blue? From what I've seen, most of the "blue" reports should have the color defined in either TemplateReport.rpx or TemplateForm.rpx.
