Our customer has 3 companies in a single Tenant with a separate Actual and Budget ledger for each company. I want to write one report, with one column set, that will allow the user to select the company, actual and budget ledger at run time but I can only see one option to allow me to select the ledger which means I need to hard code either the Actual or Budget ledger (or both) and therefore have 3 column sets and 3 reports. Am I missing something obvious here? Is there a way to do this?

Interesting dilemma. Must have been some important reasons to have separate ledgers. Not much you can do about the Actual ledgers post go live, but you could simplify the Budget Ledgers and share the same ledgers.
Once you have done the above, then you can use Unit Sets to select the company.
Alternatively or in addition, you could could create 3 sets of columns in the one report and hide columns depending on the company selected.
You can't add an additional parameter to select additional ledgers -- what Jeffrey suggested with hidden columns is a good idea.
Another option would be to use Velixo to build this report -- you'll be able to set the ledger for your actual/budget columns separately.
