According to the help, the trick with multistage sequential approvals is the first step needs a condition that Approval Workgroup is null and 2nd stage needs condition that approval workgroup matches 1st stage workgroup. But what if first stage approval should only occur for 2 specific customers?
There is no combination of Rule Type and my rules that will work:

Can you screenshot both of your steps? I know that the AP Bill Approval Map example in the SalesDemo dataset works. It looks like this:
