Is this possible inside Acumatica?
I would like to know if there's a way to submit discounts for approval (ie. financial manager) instead of being applied by salespersons directly in the Sales Order.

Yes - because Discount Amounts & Percentages are available when creating the approval, you should be OK - see screenshot
