I am looking for a new set of eyes to help me determine why my report is not giving me a complete data set.
I have attached what I have so far. Note that not all of the totals are configured yet. This is because I don't have the full data set coming in and I will fix the totals later.
The report is based off 'Employee Hours by Project and Task' (PM623000) with modifications. I have cross-referenced the table joins with 'Employee Hours' (PM622000) to check that joins are not where my issue is.
The issue is this:
When I filter for one employee I get that employee's data but when I ask for all employees or a small range of employees I get a single employee's data.
I don't see why this is happening so that's the assistance I am looking for. Can someone else see where the issue is?

It doesn't look like you're using any Parameters on the Filters tab so I don't think your Parameters are doing anything.
If you have a Company Tree in place, that might be why you are experiencing filtering.
