I know how to change the Formatting of the Values in Header and Footer >Properties > Format (and Style etc...)
To remove the pennies, just remove the .00 in format.
How do I change the Format of the DetailsSection1??? The properties of that section do not have Format (as a whole).
While we are at it, how do I ANYTHING inside the DetailsSection of a report?

Formatting is by field so it shouldn't matter what section the field is in. To format, you can either use a Data Field (it will take the format of that data field) or you can use various format codes. See Page 76 of the S130 course on Acumatica University for some good examples.
