Questions Full Inventory Count Sheets - Page Break on Location Issue

I'm testing out ways to print the count sheets that will page break when the Location changes.  I added a Report Grouping for the Location and it works but I have one issue.  The report now page breaks when the location changes but it moved the Line #1 to 174 of 176 and line #422 to 175 of 176.  The other 174 pages are fine.  I tried a different warehouse and it does something similar but slightly different lines.  My report sort is set to INPIDetail.LineNbr line the original count sheets.
