I am working on a request to display how many shipments are picked (and then again packed) per hour/day and by which user.
I know the Qty Picked and Qty Packed fields on the SOShipmentLine get updated during the process but I don't see anywhere I can find the date/time and user that performed the operation.
Anyone have any ideas or experience with this?

I'm not aware of a place where this information gets stored. I've had a similar challenge with Sales Opportunities, wanting to know when they moved through various Stages. I turned on Audit History on the Stage field, then created a SQL View to detect the Date/Time that it changed. You should be able to do something similar here.
