Phil -- you can export ARM reports to XML by clicking the clipboard item and selecting "Export to XML" from the Report Definitions page. The Row Set and Column Set will be included in the report.
The biggest problem with sharing ARM and financial report layouts is that it's usually highly dependent on your account/subaccount/branch structure and the reports can rarely be reused as is...
A report repository would be really cool. I'm actually working on that for Generic Inquiries with the Sample Generic Inquiries (Query Quarry) course (click here). I think it would also be cool to have a repository for sample Report Designer reports.
But I agree with @gabriel that it would be hard to do for ARM Financial Reports because of the varying nature of GL structures across different Acumatica customers.

I have another question though: Is there any way to enter a user defined parameter to only showing the last N months instead. For example:
My start date is 01-01-2022, the user defines a 3 month offset so the report only shows 01-01-2022/12-01-2021/11-01-2021 but if the user doesn’t define any offset it shows full report
