Questions Power BI Measure to Calculate Sales for a Specific Department

Hi all, 

I'm working in Power BI using OData feed from Acumatica. I'm pulling in sales data from Acumatica, and trying to connect it to payroll departments. 

I want to show the sales and payroll $ for each department. The conditions are that if the department creates their own sales, they are only compared against their own sales. If they do not make sales (like an Admin department), then they are compared against total company sales. And I was able to accomplish this with the following measures. 

However, I have been asked to show the sales for our "Packing" department against only a few specific order types. I thought adding something like this would work: 

But instead it just leaves the Packing department blank. 

Any thoughts on how I could do this?
