I have modified the form and printing the stub at very top of the form.  Have checked that all the sections are not visible and changed the margins in the PageSettings properties to all kinds of numbers but doesnt seem to make a difference.  I know I must be missing something, any suggestions?

This might be already resolved as the original post is from 2 years ago. But ran into this issue recently as well and wanted to share a resolution:

What is occurring, is that even though there are no visible upper sections i.e. group header, page header, report header, etc, and the page margin is set to 0, the issue comes from within the section itself. By default, the footer comes with the Style > Vertical Align set to Bottom. Set it to Top or NotSet, and this will push the fields all the way to the top of the report.

Printers have default margins.  When you send the check to print make sure that under Advanced Option you choose Margins >>> None.

If the options above didn't fix the issue for you, I fixed this by changing the "PrintAtBottom" flag to False in the behavior section.
